I'm surprised its still going. They only created it to try to stem the flow of Canadians going state side when the dollar was even with the U.S.

No, those are just Americans. It's hard to sneak a television across the border. No matter what you say, the border guards won't believe you had that television the whole time. 
@Christopher We've declared and paid duty before. They pulled us over to pay $13 in duty.
