Unpopular but absolutely correct take:

Google is entirely within it’s rights to stop carrying Canadian news outlets. It’s not even a little ambiguous.

Exactly. and the Canadian want to have their and eat it too: "If you carry of our , you must . But you must keep carrying excerpts of our articles."

We gave them the choice of (a) carry the excerpts and pay ("link tax"), or (b) stop carrying them. There is no third option.

We can't validly criticize them for choosing one or the other; the choice was forced on them by us.
