For what it's worth...
Broadcasting licenses were originally needed because the available EM spectrum is a finite resource (well, the useful part of it, anyways -- you wanna send Rick Astley out via cosmic rays, go ahead).
As a limited resource, I believe it was reasonable to require license holders to broadcast some Canadian content. Otherwise, CanCon could simply be priced right out of its own domestic market.

However, I do not believe that these conditions should apply to non-broadcast sources. If your programming is traveling over a wire to the consumer, it can't interfere with anyone else's programming; hence, not a finite resource, no scarcity, no conflict, no problem.
Stations on cable and internet should not have CanCon requirements, or other government involvement (other than basic law enforcement).
Bill C-11 is a #travesty . Our politicians should be sent to Internet 101.
